Uganda
Best ISP billing system in Uganda (2026)
Updated 19 October 2026 · VillageHub
Short answer
In Uganda the deciding factor is usually mobile money: if your customers will pay with MTN MoMo or Airtel Money from the captive portal, choose a system with a working Ugandan mobile money integration. SopraEnt (flat UGX 25,000 a month, lists Ugandan aggregators such as ioTecPay and Relworx), XenFi (MTN MoMo and Airtel Money built in, 10% on mobile money sales and 3% on vouchers and agent sales) and Centipid (Iotec and Relworx gateways, 3% of hotspot revenue) all fit that need today. VillageHub does not yet have a dedicated Ugandan mobile money gateway, so it is a better fit for Ugandan operators who sell mainly through vouchers, agents and PPPoE, or who can use another supported payment option; its pricing is UGX 30,000 a month or 3% for hotspot, whichever is higher, and UGX 900 per active PPPoE client. If you want free and self-hosted, PHPNuxBill is the usual choice.
| Product | Hosting | Starting price | Local payments | PPPoE | Best for |
|---|---|---|---|---|---|
| SopraEnt | Hosted (branded subdomain per ISP) | UGX 25,000/mo flat, no revenue share | Lists ioTecPay, Relworx, JulyPay, PawaPay among 19 gateways | Yes | Busy hotspots that want a low flat fee and mobile money |
| XenFi | Cloud | No monthly fee. 10% of mobile money sales; 3% of voucher and agent app sales | MTN Mobile Money, Airtel Money, cards, vouchers, agent app | Yes | New hotspots that want MoMo built in with no fixed cost |
| Centipid | Web app | Hotspot: 3% of revenue. PPPoE: USD 0.25 per user/mo. Minimum USD 5/mo | Docs describe Iotec as Ugandan mobile money; Relworx and PawaPay also listed | Yes | Operators who want percentage pricing and many gateways |
| VillageHub | Cloud (SaaS) | Hotspot: UGX 30,000/mo or 3% of collections, whichever is higher. PPPoE: UGX 900 per active client/mo | No dedicated Ugandan mobile money gateway yet; vouchers, agents and other supported options | Yes, with reminders, grace and auto cut-off/reconnect | Voucher, agent and PPPoE-led operators on MikroTik or Omada |
| PHPNuxBill | Self-hosted (PHP 8.2 + MySQL) | Free (GPL); you pay for the server | Via downloadable gateway plugins | Yes | Technical operators who want full control |

What to look for in an ISP billing system in Uganda
Ugandan WiFi customers mostly pay with MTN Mobile Money or Airtel Money. Billing systems usually reach both through an aggregator such as ioTec, Relworx or PawaPay. Ask the vendor to show a live payment from the captive portal on your router before committing, and ask who holds the money until it is settled to you.
Mobile money in Uganda carries telco costs that some vendors pass on: XenFi, for example, charges 10% on mobile money sales in Uganda against 3% elsewhere and says this reflects a telco cost. Compare the total you keep per sale, not only the platform fee.
- Working MTN MoMo and Airtel Money collection from the captive portal
- Who receives the money and how quickly it is settled
- Total cost per sale including mobile money charges
- Fees in UGX, or a USD amount you can convert (USD 1 was about UGX 4,113 on 19 Oct 2026)
- MikroTik hotspot and PPPoE support with automatic cut-off and reconnect
- Licensing: the Uganda Communications Commission (UCC) regulates the communications sector and runs licensing, so check with the UCC which licence your service needs

When another option is better
- Your customers pay mainly with MTN MoMo or Airtel Money at the portal: choose SopraEnt, XenFi or Centipid, which publish Ugandan mobile money gateways. VillageHub does not have one yet.
- You want the lowest fixed fee: SopraEnt’s flat UGX 25,000 is below VillageHub’s UGX 30,000 hotspot floor.
- You want no fixed fee: XenFi charges nothing in a month with no sales.
- You want free software and can run your own server: PHPNuxBill or Mikhmon.
